What ﯘ means
It is the final joining form of the letter ۇ.
In modern Uyghur, ۇ is a vowel letter representing /u/. Unicode character data also associates this letter with Azerbaijani, Kazakh, and Kyrgyz, so its language-specific use depends on the writing system.
Arabic-derived writing for Turkic languages in Eastern Turkistan is documented from at least the 11th century, alongside older Old Uyghur script traditions. Later orthographic reforms made vowel distinctions more explicit. In 1984, Uyghur orthography distinguished u ۇ from ü ۈ.
Why is it called “final”?
“Final” describes where it joins, not how it sounds.
Arabic text runs right to left, so this form joins to the preceding letter on its right and not to the following letter on its left. “Final” names that joining position; it does not mean the letter has a special pronunciation or must end a word.
For new text, use the ordinary letter ۇ and let text software choose its displayed shape. Hard-coding ﯘ can make text less reliable when it is searched, edited, or shared between systems.
A technical spelling form, not a decorative mark or conversational symbol.
Use ۇ in new Uyghur text; reserve ﯘ for data or formats that specifically require the pre-shaped form.

Questions people ask
2Is ﯘ a different letter from ۇ?
No. ﯘ is the compatibility form of ۇ, encoded in a final joining shape. New text normally uses ۇ and lets shaping software choose the displayed form.
Why does ﯘ look different in different fonts?
Arabic fonts can draw different outlines, and the app must support Arabic shaping to connect the letter correctly. A box or broken connection points to missing font or shaping support.
