What ۈ means
It marks Uyghur /y/, the rounded vowel written ü. Uyghur spelling reforms added vowel letters to better fit the language: hamza-marked vowels appear in 1925, an eight-vowel system was recognized by 1928, and reforms in 1954 and 1983–1984 shaped the modern form.
At a word's start, ئۈ is hamza followed by ۈ, so it still marks the same vowel. The neighboring Uyghur vowels ۇ /u/ and ۆ /ø/ mark different sounds. The 1964 Latin-script phase wrote this vowel ü; Arabic-script Uyghur writes it ۈ.

1Why does ۈ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
