What 𞺰 means
It is a distinct mathematical form of the Arabic letter feh.
A formula supplies its role; the glyph alone has no fixed value. Arabic mathematical notation developed over centuries in manuscripts and print. In the Maghreb (North Africa), algebraic letter symbols are attested from at least the late 12th century. The Amman Convention, an agreement on Arabic scientific notation adopted in 1987, includes double-struck forms such as feh.

1Why does 𞺰 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
