What ﻑ means
It is Arabic fa in its standalone, non-joining shape. The history of Arabic fa belongs to the letter, not to this fixed glyph. Arabic writing developed gradually from Nabataean Aramaic through transitional forms; the earliest dated inscriptions with a full Arabic letter repertoire appear in the late fifth century CE.
Dots helped distinguish letters with similar outlines. They and other marks became common by the second half of the seventh century. In most Arabic writing, fa has one dot above; in the Maghrebi tradition, it has one below while qaf has one above. The dot convention changes the look, not the letter's /f/ sound.
The letter also appears in Arabic-derived writing systems. Urdu, for example, uses ف for the /f/ sound. That shared letter tradition does not make ﻑ a separate Urdu letter.
Why does ﻑ look different from ف?
It fixes one positional shape of the letter. Arabic letters can take isolated, final, initial, or medial shapes depending on their place in a word. The base ف lets the text layout choose; ﻑ encodes the isolated shape directly. Unicode retains such forms for compatibility with older text, while ordinary text should use the base Arabic letter.
Use ف for normal Arabic writing. The fixed ﻑ shape is useful when that exact form matters, such as in a type specimen or encoding test. Compatibility normalization may convert it back to ف, so software can remove the distinction.
What does ﻑ mean when sent alone?
It is a letter sample, not a complete word. If someone sends ﻑ by itself, read it as Arabic fa, especially in a discussion of writing or type. On its own, it does not tell you a word or a social tone; ask for context if more was intended.
Beside other isolated forms, it may be a typography or encoding sample. Inside a complete Arabic word, read the word normally.
Technical and specimen-like; alone, it reads as a character sample.
Use ف for ordinary Arabic text; ﻑ fixes the isolated shape.

Questions people ask
1Why does ﻑ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
