What ࣱ means
It marks a distinct dammatan form in Qur’anic writing. Dammatan is the paired damma mark that gives an Arabic word an ending with an added n sound, called tanween. Unicode describes this open form as an alternative in Qur’anic orthographies where successive vowel marks distinguish the reading.
In 2010, a proposal on Qur’anic marks called its Arabic label “two successive vowels.” It compared Warsh and Qaloon editions with Mushafs (printed copies of the Qur’an) from Kuwait and Morocco. Unicode also records the form in African and other Qur’anic orthographies.
Keep the exact form used by the Qur’anic source.
Open fathatan ࣰ and open kasratan ࣲ are its counterparts for other Arabic vowel marks. Their shared open shape links them, but each marks a different vowel.
The mark combines with a base letter. A renderer may reposition it among neighboring Arabic marks or show it against a dotted circle as a placement guide. The display can vary while the character stays the same.
In Qur’anic writing, it marks a specialist spelling convention tied to recitation and edition.
If the source uses ࣱ, do not replace it with ordinary dammatan ٌ.

1Questions people ask
1Why does ࣱ show as a box on some devices?
Not every system ships a font for the Arabic Extended-A block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
