What ۾ means
It marks “in” after the word for a place. In the Sindhi example ڪتاب شيلفَ ۾ آهي (“the book is in the shelf”), ۾ follows شيلفَ, “shelf.” English puts “in” before the place word; Sindhi puts it after.
References place written Sindhi as early as the ninth century, but its earliest literature has not survived. Sindhi was written in several scripts for different communities and purposes; its adapted Perso-Arabic script was standardized by British administration in 1853.

Don't confuse it with
1میں The Urdu equivalent for “in” is written میں. It means the same relation, but this is Urdu’s spelling; keep the Sindhi form in Sindhi writing.

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
