What ۦ means
It marks a recited sound the Qur’anic consonant spelling leaves out.
The consonant spelling is called the rasm. In بِهِۦ, ۦ follows the pronoun ending هِ and marks madd al-silah, a connected extension; the extra madd sign in ۦٓ marks its longer form.
