What ﮻ means
It shows the dot layout without spelling a letter.
It is a spacing symbol: the dots stand by themselves instead of attaching to a base letter.
In Arabic-script writing, added dots can distinguish letters that share a basic shape. In Sindhi written with Arabic letters, four dots beneath a letter form mark distinct letters; ﮻ shows that pattern without being one of those letters.
Technical notation for discussing Arabic-script letter forms.
It marks a dot arrangement; it does not spell a Sindhi letter on its own.
