What ℭ means
It is a Latin C in a historical writing style. Blackletter is a family of dense letter shapes used in European manuscripts and books. Blackletter book styles were used from the 12th to 16th centuries, and early printers carried familiar manuscript forms into type.
Fraktur C history belongs to a later chapter: Fraktur developed as a German branch of blackletter in the early 16th century. Blackletter forms later became associated with display, historical settings, and specialized uses as their role in everyday printed reading changed.
What does ℭ mean in a formula?
It marks a C in the blackletter alphabet; the formula supplies its meaning. Mathematical writing can use letter styles to keep symbols distinct, so ℭ may identify a variable whose style matters. It does not have one universal mathematical meaning.
If the font lacks a suitable glyph, ℭ may appear as a plain-looking C. That is a display fallback; it does not change the character itself.
Technical in formulas; ornate or historical in ordinary text.
In a formula, read ℭ from the surrounding notation; it has no single universal meaning.

1Why does ℭ show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
