What ⊘ means
The surrounding text defines the operation. Mathematics has no universal standard operation assigned to ⊘; authors typically designate it for a custom quotient operation or a distinct binary operation defined explicitly in their text.
In right-to-left layout engines (such as equations embedded alongside Arabic or Hebrew), bidirectional rules can mirror ⊘ horizontally into a reversed slash. If the diagonal tilts the opposite way, verify whether text mirroring has occurred before assuming it is the distinct reverse operator.

Latin Capital Letter O With Stroke
Ø is the letter O with stroke, used in Danish, Norwegian, and Faroese; its diagonal cuts through the letter and typically extends outside the oval.
Empty Set
∅ is the empty set symbol; in standard fonts its diagonal stroke extends past the rim on both ends, whereas ⊘ stays bounded inside.
