What 冤 means
It means someone has been wronged or suffered an injustice.
Sima Qian (c. 145–90 BCE), an early Chinese historian, wrote Records of the Grand Historian, a history of China. The book uses 冤 for someone treated unjustly. In Mandarin, 冤 also means resentment and can describe a purchase that was a bad deal.
Will Unicode normalization change 冤?
Yes; it becomes 冤.
To retain the distinction, use the standardized variation sequence 冤︀. The sequence survives normalization, but a font must support it to display a distinct glyph.

Questions people ask
1Why does 冤 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
