What 弢 means
It is a compatibility form of 弢, Mandarin tāo, meaning “bow case.”
The classical Chinese book Guoyu pairs it with an empty quiver (an arrow case). The Han dynasty dictionary Shuowen Jiezi calls it a “bow garment”; Chinese sources also use it for a general case and for concealment, as with 韜.
Why does Hong Kong use 弢?
It preserves a Hong Kong encoding distinction.
Under HKSCS-2008, Hong Kong’s Supplementary Character Set, Big5 code FC48 maps to 弢. This separate form lets older Hong Kong text convert to Unicode and back without merging the entry into 弢.
