What 憯 means
It is a separately encoded form of the Han character 憯.
The Eastern Han Shuowen Jiezi, an early Chinese character dictionary completed around 100 CE, glosses 憯 as “pain.” Han texts also use it for grief, cruelty, and “unexpectedly.”
This code preserves its plane 7 entry in Taiwan’s CNS 11643-1992 character-set standard. That standard divides characters into planes; converting text to Unicode and back keeps this original entry.

Questions people ask
1Will Unicode normalization change 憯?
Yes. Unicode’s canonical normalization, a standard text-normalizing step, maps it to 憯, so the separate code point is lost.
