What 望 means
It is a legacy form of 望. In Mandarin, 望 is pronounced wàng and means “look toward”; it can also mean “hope for” or “expect.”
Taiwan’s CNS 11643, a character-encoding standard, lists it as code 6-4058 in plane 6’s variant-form set. Unicode included this supplement for round-trip conversion with CNS 11643-1992, preserving the original character code when text moves between standards.
Does normalization keep its separate form?
No: normalization maps it to 望.
Unicode also defines the variation sequence 望 followed by UFE01 to request the corresponding glyph form. It appears that way only in fonts supporting the sequence; the selector does not restore the original character’s separate code point.
Technical and archival: a form to preserve in conversion, not a decorative spelling for new prose.
Normalization can turn it into 望 and erase the original code-point distinction.

Questions people ask
1Why does 望 show as a box on some devices?
Not every system ships a font for the CJK Compatibility Ideographs Supplement block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
