What 省 means
It is a legacy form of 省. Across Chinese, Japanese and Korean, 省 can mean examine, reflect, omit, economize, province or ministry. Korean Hanja, Chinese characters used in Korean, has two readings, 성 and 생, depending on the word.
Older 省 appears in oracle-bone inscriptions (on bone or shell), bronze inscriptions and small-seal script. Shuowen Jiezi, an early dictionary, records a later form.
Technical and archival; in ordinary prose it can look like an encoding artifact.
