What 勉 means
It points to effort, striving, or encouragement. Japanese uses 勉 in 勉強 (study) and 勉学 (academic study). Mandarin Chinese dictionaries also record it in words for encouraging someone and working diligently.
JIS X 0213:2000 is a Japanese character-encoding standard. Its source cell 3-2E63 received a separate Unicode form so text could round-trip between the systems without losing the original character distinction.
A technical compatibility form, not a separate everyday word.
Use 勉 in ordinary writing; keep 勉 only when the original JIS distinction must survive.

Questions people ask
1Will normalization preserve 勉?
No. Unicode normalization, a standard process for making text representations consistent, maps it to 勉, so the separate code-point distinction is lost.
