What 流 means
It is a compatibility form of 流, the character for “flow.”
Hanja means Chinese characters used in Korean writing. North Korea’s KPS 10721-2000 was a supplementary Hanja set for exchanging text.
A 2000 submission to an international standards group described KPS 9566-97 and KPS 10721-2000 as already widely used. The underlying KPS standards had not been seen outside the DPRK as of 2026. Unicode, the system that represents text across devices, kept FA97 as a separate value so conversion between Unicode and KPS could preserve the original character.
What does it mean when someone sends FA97?
Read it as 流; keep FA97 when the source encoding matters.
If you meet 流 in a message, read its connected character as 流 (“flow”). Its useful role is preserving a legacy source form in converted or archival data.
Text normalization—a cleanup step that standardizes equivalent characters—can turn FA97 into 流 and remove its separate compatibility identity. Keep FA97 only when the original source form must survive conversion.
Technical and archival: FA97 preserves a legacy encoding; 流 is the ordinary character for “flow.”
Do not use FA97 as a decorative version of 流.

1Why does FA97 look like 流?
It can. A font determines the drawn shape, so FA97’s separate compatibility value may not produce a visible difference.
