What ㇀ means
It marks one named stroke, not a whole character.
Chinese calligraphy names this movement 提. The eight methods of 永 (“forever”), a traditional brushstroke lesson, are documented by the late ninth–early eleventh century. This dates the lesson, not the glyph.
Unicode uses ㇀ in CJK stroke notation and in ideographic description sequences, formulas showing a Han character’s layout. The operator marks where each part goes.
