What 𠿚 means
𠿚 is a nonstandard variant of 喋.
The Kangxi Dictionary, a Chinese character dictionary, cites an earlier dictionary called the Zhengzitong, which labels 𠿚 a 俗字 of 喋: a nonstandard written form. That note links the glyph to 喋 rather than giving it a separate modern meaning.
The standard character 喋 changes meaning with its word: Chinese 喋喋不休 means “to chatter on,” 喋血 means “to tread through blood,” and Japanese 喋る (しゃべる) means “to talk.”
This is a historical, nonstandard form; 喋 is the ordinary modern Chinese spelling.
Can I use 𠿚 in modern Chinese? Use 喋 for ordinary writing; retain 𠿚 only when reproducing a source.

Questions people ask
1Why does 𠿚 show as a box on some devices?
Not every system ships a font for the CJK Unified Ideographs Extension B block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
