What 𢇪 means

It is a documented variant of 番.

Taiwan’s Ministry of Education lists 𢇪 under 番. Song-era Jiyun, a dictionary arranged by rhyme, and the later Kangxi dictionary preserve that link. 番 appears on Western Zhou bronze vessels. The Han-era dictionary Shuowen explains 番 as an animal’s foot, shown by claws above a paw pad. Later uses of 番 include a turn or round; premodern sources also used 番 for foreign peoples, a dated label.
