What 𢌡 means
In older texts, it means turning, circling, or returning.
A medieval Chinese poem uses 𢌡首 (“turn back”), showing the form was in literary use by then. Collections printed in 1601 and 1603 also use it in turn-related phrases.
Why does Hong Kong include it in a character set?
It appears in Hong Kong's Supplementary Character Set (HKSCS-2016).
The project began in 1995 to encode local characters that Big5, an older Chinese text encoding, missed. Hong Kong's reference table gives its Cantonese reading as gwing2.

Questions people ask
1Why does 𢌡 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
