What 𢜈 means
It is a variant of 瑟, the Chinese se zither character.
The se is a long, plucked zither. Texts from the Zhou dynasty (an early Chinese period) show it in banquet music; Eastern Zhou tombs preserve se instruments. Older literary Chinese also uses 瑟 for solemn bearing and rustling wind.
