What 𢬭 means
It writes đổi: to change, exchange, or replace. Nôm verses also use it for shifts in rank or appearance; in đắp đổi, it means making up a shortage by sharing what is available.
Chữ Nôm adapted Chinese characters and parts to write Vietnamese. One chronology places Proto-Nôm in the 8th–9th centuries; 12th-century steles show its use. A 2017 museum article revises a bell’s proposed date from 1076 to 1288–1304. A Nôm lexicon cites 𢬭 in Hồng Đức poetry, mostly composed in 1470–1497.

1Why does 𢬭 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
