What 𢴝 means
Read the whole graph as the Vietnamese word ngón (“finger”).
It joins 手, the hand component, with 𦰟, the sound component also used to write ngọn. Read them as parts of one character, not as two separate words.
Chữ Nôm adapted Chinese character forms and parts to write Vietnamese. For centuries, it carried vernacular verse alongside Classical Chinese, the formal written language; by the early 20th century, the Latin-based Quốc ngữ alphabet had become the everyday script.

1Why does 𢴝 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
