What 𣏿 means
The Zhuang reading is rah: a horizontal timber or crossbar.
Sawndip is a character-based way to write Zhuang, a language spoken in southern China. Its characters borrow Chinese forms or combine their parts to represent Zhuang sounds and meanings, and spellings varied by region.
The tradition is traced to the Tang dynasty; by the Southern Song, the writer Fan Chengda described vernacular characters in local petitions and contracts. This exact glyph is listed on page 411 of the Dictionary of Old Zhuang Characters, published in 1989; the dictionary was compiled from older manuscripts, songs, contracts, and inscriptions.

1Why does 𣏿 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
