What 𣜈 means
It is the same character as 秦 in an older form.
The earliest excavated records of 秦 as a place name come from the early Western Zhou, an earlier Chinese dynasty. They include an inscription on a bronze vessel and divination records carved on bone or shell. The place name later named the Qin state and dynasty. Historical dictionaries preserve 𣜈 as an old written form of 秦.

1Why does 𣜈 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
