What 𣰯 means
It is a variant of 氌. Dictionaries record 𣰯 as an alternate form of 氌 in 氆氇 (pulu), the Chinese spelling of a Tibetan word for wool cloth. The surrounding word identifies the textile.
Pulu is wool cloth worn for warmth and made into clothes, boots, and hats. It was already popular in the Tang dynasty (618–907); in the Yuan dynasty (1271–1368), it also reached imperial palaces as tribute.

1Questions people ask
1Why does 𣰯 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
