What 𣳘 means
It is an old written form of 泄, “to leak or let out.”
An old Chinese dictionary records 泄 as a river name; later usage extends it to water flowing out and, figuratively, information getting out. 𣳘 is a variant spelling, not a separate meaning.
The Heng Fang Stele, a Han stone inscription dated 168 CE, preserves 𣳘. This variant developed through changes in writing, not as a newly invented sign.
Why might 𣳘 be missing on my phone?
Some phones may not display it.
𣳘 may appear as a blank or placeholder glyph. That is a display limitation, not evidence that the text uses another character.

Questions people ask
1Why does 𣳘 show as a box on some devices?
Not every system ships a font for the CJK Unified Ideographs Extension B block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
