What 𣻼 means
Its reading depends on the source.
The Shuowen Jiezi, completed around 100 CE, is an early Chinese character dictionary. Its small-seal chart places 𣻼 under 脈, meaning “pulse” or “vein.” Small-seal was a formal writing style.
The Tang-era 正名要录 (Zhengming Yaolu) is a guide to standard character forms, preserved in Dunhuang manuscript S.388. Its lessons distinguish same-sounding forms with different meanings; this entry glosses 𣻼 as 城, “city.”

1Why does 𣻼 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
