𣽉 is a historical written variant of 濡 (rú), the Chinese character for “wet” or “moisten.” The Song-dynasty Jiyun, a dictionary organized by sound, records this form; it was completed in 1039. The glyph appears in 相𣽉以沫, a fish story in the classic Chinese book Zhuangzi.

What 𣽉 means

It pictures help as a desperate stopgap. In the classic Chinese book Zhuangzi, fish stranded by a dried spring breathe moisture onto each other. The narrator says they would be better off free in rivers and lakes, where they could forget one another. The 2020 Taiwan Ministry of Education idiom dictionary defines 相濡以沫 as mutual help in hardship.

1

Why does 𣽉 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
