What 𧳗 means
It is documented for use in Taiwanese personal names. Taiwan’s CNS character record gives the Mandarin reading pā; the form has 豸 at left and 夿 at right.
Why does Taiwan keep 𧳗 in its records?
To preserve a person’s exact written name in official records. Taiwan began computerizing household records in 1997. Some handwritten name characters could not be entered and were temporarily represented by black squares; local registrars gathered the original forms so the system could keep the correct glyph.
The CNS 11643 listing for 𧳗 is dated 2007 and classifies it among household-registration characters.

Questions people ask
1Why does 𧳗 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
