What 𨜈 means
It is a historical form of 鄒, read zōu in Mandarin.
The Han-era dictionary Shuowen Jiezi describes 鄒 as a Lu county tied to the ancient state 邾. Han records also use 騶 for the place; 鄒 is a Chinese surname too.
Why is 𨜈 shorter than 鄒?
It is a reduced written form of 鄒.
Scribes shortened 芻, the part of 鄒 that hints at its sound. Han-era steles (upright stones bearing writing) include the Zhang Xuan fragment and Kong Zhou stele; a Northern Wei-era stele shows the form later.

Questions people ask
1Why does 𨜈 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
