What 𨟒 means

It names the old settlement 鄸 in the state of Cao.

The Spring and Autumn Annals, a chronicle of the Spring and Autumn period in the state of Lu, says Cao Gong-sun Hui fled from 鄸 to the state of Song. A later commentary from China's Ming dynasty writes 𨟒 while discussing the place, then gives 鄸 for the same name.

Why does 𨟒 show as a box on some devices?

Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
