What 𩏆 means
It is a variant of 韗, the term for a drum-making leatherworker.
《周礼·考工记》, a classical craft guide, lists 韗 among five leather trades. A 韗人 worked hides to make drums.
The early character dictionary 《说文解字》 records 䩵 for this trade; the later 《康熙字典》 cites 《集韵》 for 𩏆 as a form of 韗.
