What 𩿊 means
The name 𩿊兜 is the clearest clue.
The Chinese character-dictionary supplement 《字彙補》 equates 𩿊兜 with 驩頭 (Huantou). The Shangshu (Book of Documents), an ancient Chinese collection of records and speeches, names 驩兜 (Huandou) as a court figure in stories about the ancient rulers Yao and Shun.
A proposed reading of 𩿊 in Han-era bamboo slips (narrow writing strips) is disputed; a manuscript study suggests it may be a copying error for 鴅.
