What 𪨢 means
In Japanese, 𪨢 reads arashi (“storm”); the familiar spelling is 嵐.
An older Japanese character reference, 國字考, cites 𪨢 only in notes for 颪, a character for wind descending a mountain. A later dictionary calls it a kokuji (a character made in Japan), but questions whether it may instead be 山下 (“mountain below”) written as one graph. An eighth-century poem uses arashi for mountain wind; later Japanese sources also use the word for severe weather and upheaval. That word history does not date this spelling.
Use the storm reading only when Japanese context supports it.
A Taiwanese name is not automatically a storm message.

Questions people ask
1Why does 𪨢 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
