What 𪮦 means
Its meaning depends on the writing language.
In Chinese dictionary entries, 𪮦 is glossed as 逮 (dǎi), “catch” or “arrest.” Zhuang, a Tai language spoken in southern China, uses a character-based script called Sawndip; 𪮦 writes daek there, “to scoop or ladle out.”
How did Sawndip develop?
It adapted Chinese character forms to write Zhuang.
Sawndip’s surviving stone inscriptions reach back to the 7th century. 古壮字字典 (Sawndip Sawdenj), published in 1989, records this entry; the first date belongs to the writing tradition, the second to this dictionary listing.

Questions people ask
1Why does 𪮦 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
