What 𫃋 means
𫃋 writes the Tày word chăm in Nôm Tày. Like Vietnamese Nôm, this traditional script adapts Chinese characters to record another language: Tày, spoken by the Tày people in northern Vietnam. Tày literature in the script goes back centuries, but its beginnings have no settled date. The 2003 Dictionary of Nôm Tày lists 𫃋 for chăm and draws entries from literary works, so the surrounding Tày passage gives the exact sense.

1Why does 𫃋 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
