What 𫗺 means
It writes Vietnamese nghẹo, a colloquial form of ngoẹo.
The verb means to lean markedly to one side, most often of the head or neck. Chữ Nôm adapted Chinese characters and their parts to write Vietnamese words. In this recorded use, 𫗺 has a Vietnamese reading; modern Vietnamese normally writes the word as ngoẹo in Quốc ngữ, the Latin-based alphabet.
Early evidence for chữ Nôm is debated. A 1978 review discusses steles dated 1173 and notes that researchers could not locate a previously cited 1313 inscription; neither date establishes when this individual form appeared.

1Why does 𫗺 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
