What 𫮛 means
It is a rare form of 墊: pad, fill, or pay upfront. In present-day Chinese writing, 墊 is the Traditional Chinese form and 垫 is its Simplified Chinese counterpart.
A Ming-dynasty government finance record from the Chongzhen period (1628–1644) uses it in a phrase about an advance payment. Qing dynasty construction and water-control records use it in terms for lining boards and filling silt. The surrounding words show which sense of 墊 is meant.
