What 𬢦 means
A character recorded for names in Taiwan's household register.
Taiwan's CNS11643 database identifies 𬢦 as a household-registration character and gives its Mandarin reading, kǎo. Household-registration records are official resident records that include names. In a person's name, treat it as the exact recorded character; its structure, 言 考, is not a translation of the name.
Taiwan expanded its standardized character set to cover name characters missing from general systems and keep official records consistent as they moved between offices. CNS11643 lists this character in 2007. In 2016, an official conversion table moved CNS 13-4569 from the private-use code FC984 to U2C8A6. Those dates track computer standardization, not the age of the written form.

Questions people ask
1Why does 𬢦 show as a box on some devices?
Not every system ships a font for the CJK Unified Ideographs Extension E block. Where none is installed, the character shows as an empty box; adding a font such as Noto fixes it. The character itself is still correct and copies correctly.
