What 𭯘 means
Crow feathers. It is one material in a homa list; homa is a Buddhist fire offering. The Susiddhikara Sutra was translated into Chinese in 726; this form appears in the Taishō Shinshū Daizōkyō, a Japanese edition published in 1924–1934. In 2017, the project digitizing that edition encoded rare characters so the text could be searched unchanged.
