It was proposed for both 旋 and 漩.
A University of Tokyo project records it in the digital Taishō Buddhist canon, a printed collection from Japan (1924–1934).
Mainland China's 1977 draft put it in a second table still open to discussion. The plan's “feature character” method kept a recognizable part to reduce strokes; the State Council withdrew the draft in 1986.
