What 𮅅 means
“Fa” is a reading, not a translation.
𮅅 writes a Zhuang word in Sawndip; the surrounding Zhuang phrase carries its intended sense.
What is Sawndip?
Sawndip adapts Chinese characters to write Zhuang.
Sawndip grew by adapting Chinese characters and their parts to write Zhuang words, a process placed as early as China’s Tang dynasty. Records from the Song dynasty mention local Zhuang writing. The script served religious texts, songs, plays, family records, contracts, and prescriptions. A Latin-based standard spread in the 1950s, shifting school and official writing toward it while Sawndip remained in traditional uses.

1Why does 𮅅 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
