It belongs to an old fish-trap character family.
A 2023 Unicode review notes that a North Korean character-set entry mapped to 羀 has a glyph matching 𮊚. It calls the forms cognate—historically related—not interchangeable spellings.
The old texts name a real fishing tool
In the Classic of Poetry, “魚麗于罶” describes fish caught in a woven trap. The Shuowen Jiezi, an early Chinese character dictionary, defines related 羀 as a curved fish trap that holds them and says 畱 supplies its sound.
