What 𮐋 means
It first described taking something against the rightful order.
《方言》, a Han-period dictionary of regional speech, records 篡 for wrongful taking in Qin and Jin, regions west of China's central passes. 《汉书》 uses it for Wang Mang's seizure of the throne: 王莽篡位 means “Wang Mang usurped the throne.” The word can also describe a broader, unlawful seizure of power.
A literary, strongly negative word that accuses someone of taking power without right.
篡位 accuses someone of illegitimately taking a ruler’s throne; it is not neutral wording for taking office.

1Why does 𮐋 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
