What 𮖁 means
It starts a term for a chest-and-back garment. Its traditional spelling is 裲襠; 𮖁裆 is a simplified form.
The earliest recorded explanation is in the Eastern Han lexicon Shiming: one panel covers the chest, the other the back. Matching armor is recorded by the Three Kingdoms period and flourished in the Southern and Northern dynasties.
In Japan, 裲襠 (ryōtō) names a long vest-like costume for Bugaku, a court dance. A Japanese heritage record dates one example to 1378.
