What 𮗽 means
It is a written variant of 訽 and, through it, of 詬.
In the Chuci, a classical Chinese poetry anthology, 詬 appears in a line about enduring disgrace. Dictionaries also give it senses of reproach and verbal abuse.
How did its written forms develop?
They preserve the same word in different written forms.
The Han-era Shuowen Jiezi defines 詬 as shame and records an alternate form with 句. The Yupian dictionary of 543 treats 訽 as the same character; Japanese references list 𮗽 as a nonstandard form of 訽.
