What 𮜈 means
It is a rare Han character with specialist textual sources. One source reference places 𮜈 in the 1989 Ancient Zhuang Character Dictionary, a catalog of Sawndip (old square writing used for the Zhuang language). Sawndip adapts Chinese characters and their parts to write Zhuang words; surviving inscriptions of this wider tradition reach back to the seventh century. A second source reference links the character to the Taishō Shinshū Daizōkyō, a Japanese Buddhist canon issued in 1924–1934. These trails locate the form; its parts alone do not provide a full-character reading.
Specialist and archival in tone; the surrounding text carries more than the components do.
Don't translate 加 over 跛 as a phrase; those parts show the form, not a whole-character reading.
