What 𮝹 means
It is a form of 轘, a term for a brutal execution. The online Kangxi Dictionary entry calls 𮝹 a simplified form.
The Zhouli, a Chinese ritual-and-government text, mentions 車轘 as an oath penalty; commentary explains it as execution by carts.
By the mid-sixth century, Northern Qi law ranked 轘 among its harshest penalties. Early Sui law (581–618) abolished it; Sui-Tang law (581–907) kept only beheading and strangling. Mandarin records readings huán and huàn; Japanese reads 轘裂 as kanretsu. In 轘轅 it appears in a place-name.
Why might 𮝹 show as a box?
A font may not include this rare character.
CJK Extension F glyphs may be missing from a font; an app can then show a blank or replacement box even when its text holds 𮝹.

1Why does 𮝹 show as a box on some devices?
Because that device's fonts have no glyph for it. The character is still correct and still copies correctly — the box is a missing glyph, not a broken character.
